US House Passes Russia Sanctions Bill, Sending It to Trump for Approval
Washington, September 16, 2026: The United States House of Representatives has passed a major Russia and Iran sanctions bill, sending the legislation to President Donald Trump for his signature. The measure, named the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, aims to increase economic pressure on Russia over its war in Ukraine.
The bill passed the House by a vote of 262–159, with support from lawmakers in both parties. It had previously cleared the Senate with an 86–11 vote. The legislation was championed by the late Senator Lindsey Graham, who had spent more than a year negotiating the sanctions package.
Key Provisions of the Bill
The legislation targets Russia's energy and defense industries, Russian officials, financial institutions and the so-called shadow fleet of tankers used to evade existing sanctions. Its stated objective is to restrict the financial resources supporting Russia's military operations.
One of the most significant provisions would give President Trump authority to impose tariffs of up to 100% on major purchasers of Russian oil and natural gas, including countries such as India and China. The measure also includes additional sanctions on Iran.
Political Debate and International Implications
The bill received bipartisan support, although some Democratic lawmakers opposed provisions that would expand presidential tariff powers. Critics have raised concerns about the potential economic effects on the United States and its international partners.
Ukrainian President Volodymyr Zelenskyy has supported the legislation, which lawmakers have described as an effort to increase pressure on Moscow and support Ukraine.
The bill now awaits President Trump's decision. If signed, it would establish a broader framework for sanctions against Russia and provide new tools for the United States to influence countries purchasing Russian energy.
