Russia’s Kazan Hosts Landmark Islamic Standards Meeting as Halal Trade Expands

International agreements aim to strengthen halal standards, certification cooperation and trade between Russia and Islamic markets.

KAZAN, Russia — International representatives have gathered in Kazan for a major meeting of the Standards and Metrology Institute for Islamic Countries (SMIIC), with new cooperation agreements highlighting efforts to strengthen halal certification and international trade.

The meeting brings together representatives from approximately 50 countries to discuss standardisation, certification and quality assurance for halal products, according to Russian regional news outlet RT.

Cooperation Agreements Signed

One of the key developments reported on October 27 was the signing of two memoranda of cooperation involving SMIIC and Muslim religious organisations in Russia.

The agreements establish cooperation between SMIIC and the Spiritual Administration of Muslims of the Republic of Tatarstan, as well as the Spiritual Administration of Muslims of the Russian Federation.

The proposed areas of cooperation include exchanging standards, training specialists and developing quality infrastructure.

Such partnerships may help institutions improve technical expertise and strengthen confidence in halal certification. However, the practical benefits will depend on how the agreements are implemented and whether certification systems receive recognition in relevant export markets.

Tatarstan’s Halal Industry Records Export Growth

The report also highlighted the growing importance of halal production in Tatarstan, the Russian republic whose capital is Kazan.

According to figures cited by RT, halal-product exports from Tatarstan exceeded $35 million during the first nine months of 2026. The region's reported halal exports reached $45 million in 2025, following a substantial increase from the previous year.

The region has more than 150 halal-product manufacturers, according to the same report.

These figures indicate the sector's growing commercial significance, although they do not establish how much of the reported trade is directed specifically to Muslim-majority countries.

New Testing Laboratory Planned

Another development concerns plans to establish a testing laboratory in Kazan in 2027.

The proposed facility is expected to focus on food products and cosmetics. Planned testing methods include DNA analysis and microbiological assessments, subject to the laboratory's development and accreditation.

International recognition of test results would be important for companies seeking to export products to markets with different halal certification requirements.

The laboratory is still a planned initiative; it should not be described as operational or internationally accredited at this stage.

Why This Matters for Global Muslim Consumers

Halal standards influence how food, cosmetics and other products are produced, tested, certified and labelled.

Greater cooperation between standards organisations could make certification requirements easier for manufacturers to understand and potentially reduce technical barriers to international trade.

For Muslim consumers, reliable certification and transparent testing can support informed purchasing decisions. Nevertheless, a meeting or memorandum alone does not guarantee that all participating countries will automatically recognise one another's halal certificates.

What Happens Next?

The SMIIC meeting in Kazan is scheduled to continue through October 28, 2026. Further developments may clarify how participating institutions intend to implement the agreements and strengthen technical cooperation.

The next important indicators will be the publication of detailed decisions, implementation plans and any formal arrangements for mutual recognition of certification.
