Delray Beach, Florida, USA – A massive 15-acre Islamic center proposed in Palm Beach County's protected Agricultural Reserve has become the center of a heated debate over farmland protection, religious freedom, and Islamophobia.
The project, proposed by the Islamic Center of Boca Raton and the Islamic Center of West Delray Beach, sits on 15 acres off Lyons Road in Palm Beach County's Agricultural Reserve, a stretch of protected farmland west of Delray Beach, according to reports by Palm Beach Post and Just The Facts Media.
The Plan:
• Total Land: 15 acres • 10 acres: For a Muslim school and daycare (Islamic Education, Daycare, K-5) • 5 acres: For a mosque (Florida Palm Beach Islamic Center) • Location: Agricultural Reserve, west of Delray Beach, near farmland and greenhouses • Facilities: Mosque with 500 capacity, Muslim school for 300 children, daycare, playground, school garden, parking, stormwater retention
The Agricultural Reserve was created in 1999 to preserve farmland and prevent urban sprawl. Any non-farming development requires special approval.
Public Meeting – Oct 2:
On October 2, 2026, residents packed a sometimes raucous public meeting at the Palm Beach County Planning Commission. Over 200 people attended, with some supporting and many opposing.
Opponents said:
• "This will destroy our farmland – we want agriculture, not a mosque" • Traffic concerns on Lyons Road • "They told us we had no say" – feeling the county had already decided
Supporters, including Muslim community members, said:
• Muslim families in Boca Raton, Delray Beach, Boynton Beach have grown from 200 to 2,000+ families in 10 years • Children currently travel 45 minutes to Islamic school in Fort Lauderdale • Mosque will preserve open space, include farming education for kids • First Amendment guarantees religious freedom
County staff explained that under federal law RLUIPA (Religious Land Use and Institutionalized Persons Act), the county cannot discriminate against religious institutions. If they deny a mosque while approving churches in the same area, they could face a lawsuit.
Legal Corner:
Palm Beach Post opinion article on Oct. 27 titled "Islamic Center decision puts county in a legal corner" said the county is in a difficult legal position – denying could lead to a costly federal lawsuit.
Signal News West Palm Beach reported that Palm Beach County officials have addressed public concerns, saying the approval process is transparent and that all concerns about traffic and environmental impact will be studied.
About the Centers:
Islamic Center of Boca Raton (ICBR) was founded in 1995 and currently operates from a small rented space. Islamic Center of West Delray Beach serves a newer Muslim community from Pakistan, India, Bangladesh, Egypt, and converts.
Combined, they have over 800 members; many are doctors, IT professionals, and small business owners in Palm Beach County.
The proposed school would offer:
• Full-time Islamic school K-5 with Florida state curriculum + Quran, Arabic • Daycare for working Muslim parents • Weekend school for public school Muslim kids • School garden where children learn farming – connecting to Agricultural Reserve's purpose
